I’m a U.S. citizen. I applied for and sent a fiancé(e) visa to Korea, but it wasn’t approved. The stated reason was that I had previously sent a fiancé(e) visa before.
Even my attorney seems surprised by this. I’d like to know how I can still get my future spouse to the U.S. in this situation.

It appears the filing was denied because of an immigration-law provision limiting fiancé(e) visas that wasn’t accounted for. As you mentioned, it looks like a fiancé(e) visa was approved for you within the past 2 years, and in that case, filing another fiancé(e) petition is restricted. That doesn’t mean there’s no solution, though — you can still proceed by applying for a waiver of that restriction.
