An attorney told me that a Reentry Permit can be obtained through Guam, and that people actually do get it that way — I’d like to know if there would be any legal problem proceeding this way.
For reference, I have no residence at all in Guam, so it seems I’d need to use some random address or a fake address.

As far as we know, when applying for a Reentry Permit through Guam without an actual residence, they do issue it even if the residence is described as temporary. However, using a fabricated or fake address and submitting that to the U.S. government could later become a problem due to false statement or fraud.
