I was a work-visa holder and filed for my green card before my visa expired, but my H-1B could no longer be extended.
My state says they won’t renew my driver’s license anymore since my status has expired.
I’d like to know if I need to wait until I actually get my green card, since my driver’s license expired while my green card process was still ongoing.

If your state’s DMV/MVC won’t renew your license simply based on your green card being in process, you may be able to get your work permit once it’s issued during the process and use that to renew your license.
