Can someone who entered by crossing the border unlawfully still apply for a green card as an immediate relative of a U.S. citizen?

You must have entered the U.S. lawfully. Without an entry record, this path isn’t available. Even if you entered unlawfully, there are other ways to pursue a green card, but they don’t fall under this particular pathway.
