Someone on H-4 status, who generally isn’t granted work authorization by default, is not eligible for unemployment benefits. If you obtained work authorization through the green card process, and you become unemployed while working under that authorization, you would be eligible to apply for unemployment benefits. But without work authorization, you are not eligible.
