After my change of status was denied, I’d like to know if I can apply for and receive a new visa from Mexico.
If I file a fresh visa application this way, could my U.S. stay history cause a problem? I’d also like to know if the U.S. Embassy in Mexico would know that my change of status was denied.
And if the visa is also denied in Mexico, could I just enter visa-free on my existing passport and try a change of status again?

It would be ideal if the U.S. Embassy in Mexico issues the visa, but if denied, you can still enter under ESTA visa-free pre-authorization. Of course, whether entry is actually allowed is entirely up to the inspecting officer. Also, after entering with just your passport and ESTA, you cannot extend your stay or change status. For reference, the embassy won’t automatically be informed, but it would be advisable to honestly disclose that your U.S. change of status was denied.
